This is a very strange situation. We are using the PayPal Payment form to get payments and we have many PRO users from Brazil. But we are getting the same question you asked many times. I'm sorry for the inconvenience caused. We've already asked PayPal Support to solve this issue but they just answer that the problem is on the payer side — bank or card problems. We've tried to find any other solution but with no success.
Can you please tell me what kind of error did you get when you tried to pay? Your answer will help us to fix this problem.
